The Arson Prevention Bureau
- Who we are and what we do



The Arson Prevention Bureau
was established in 1991 to spearhead and co-ordinate a national campaign to reduce arson, raise awareness of the problem and bring together public and private sector organisations sharing these objectives. The Bureau has been supported by insurers through the Association of British Insurers, and received some funding from the Home Office in the initial years. The APB is an active partner in the Arson Control Forum, set up by Government in 2001 to lead the fight against arson.

Our programme of work includes:

  • Developing guidance for best practice in arson prevention and investigation;
  • Commissioning arson-related research, evaluating existing schemes and policies and disseminating findings;
  • Bringing together interested parties to share information and experience;
  • Helping to develop better relationships and improved liaison between different agencies; and 
  • Working within communities to raise awareness of arson and arson prevention.

Previous Achievements
The APB has remained at the heart of arson prevention in the UK for fifteen years. Some of our previous achievements include jointly funding the first Arson Task Force in the UK, set up in Tyne & Wear. This successful initiative has been adopted as best practice across the UK and a growing number of Fire Authorities now have dedicated Arson Task Forces. The APB also jointly funded the pilot of Arson Combated Together, a teaching resource developed by APB and Zurich Municipal aimed at tackling firesetting behaviour in schools. This has now been  rolled out nationwide by Zurich Municipal.

Focus of the APB
Our key priorities are: school arson, arson in businesses and communities and tackling firesetting behaviour. Along with our practical advice leaflets we have a range of articles and research papers addressing different aspects of arson and arson prevention. Everything we have produced can be downloaded for free or ordered in hard copy (a charge to cover production, package and postage may apply).
